Trigger signals (“now is the time”)
Watch target accounts for these — they open the 6–12 month window: - ✅ New leadership — new superintendent / C&I / PD director brings a fresh agenda and budget. - ✅ Planning / adoption cycle — strategic-plan refresh or curriculum/PD adoption window. - ✅ Outcome-data drops — state assessment / accountability results that create urgency (and feed the proof narrative). - 🔎 Funding events weren’t selected as a proactive trigger, but funding-cycle timing is a named blocker — so track funding calendars as a constraint/timing input even if not a prospecting trigger.
Where the signals come from
- ✅ Public records are the primary external source: board meeting minutes/agendas, strategic plans, public funding/grant records. This is a real edge — most small vendors don’t mine these systematically.
- 🔎 Worth layering later: NCES / state DOE / MDR-style district & demographic data to size and complete the named list. ❓ (Client currently uses public records, not paid data.)
System of record
- ✅ HubSpot CRM is the primary system of record for accounts & contacts.
- 🔎 Existing adjacent stack (from OffDeck’s other Inspired repos): SmartLead (outbound), Meta & programmatic ads, n8n automations, web QA. The ABM tooling should orchestrate around HubSpot, not replace it.
What the tooling needs to do (v1 implications)
- Named-account list builder — assemble + tier districts (foothold + region + need) into HubSpot.
- Signal capture — monitor public records for the three triggers and attach them to the right HubSpot account (this is a strong fit for automation: scrape board minutes / strategic plans → signal → task/alert on the account owner).
- Timing layer — per-account budget / board / grant calendar so outreach lands in-window.
- Multi-thread tracker — because the KPI is depth of relationships per district (see metrics-and-team.md), HubSpot needs to represent and score the committee coverage per account (who we know, who we’re missing).
- Proof linkage — connect outcome reports/case studies to the accounts/regions they came from so reps can deploy the right reference at the right moment.

- ❓ Which public-record sources are highest-yield (state board-minutes portals, specific districts)?
- ❓ Buy external district data (NCES/MDR) or stay public-records-only for v1?
- ❓ HubSpot object model: are districts modeled as Companies with the committee as associated Contacts? Any existing custom properties for account tiers/signals?
